Notice of Request for Proposals for Project

Management Services Related to School Construction Program

Contracts Nos: PM-0015-PO1; PM-0016-PO1; PM-0017-PO1;

PM-0018-PO1; PM-0019-P01; PM-0020-PO1;

PM-0021-PO1; PM-0022-PO1; PM-0023-PO1; PM-0024-PO1

 

The New Jersey Economic Development Authority (NJEDA) is seeking proposals from

firms interested in providing project management consulting services on a regional basis

for the management of the school facilities projects being undertaken by the NJEDA in

various school districts throughout the State of New Jersey. For the purposes of this

procurement, the NJEDA has created 10 Regions across the State. Each of these new

Regions will have its own Regional Project Management Firm (Regional PMF).

 

Thus, pursuant to this notice, the NJEDA is seeking to obtain Regional PMFs for the

following Regions (involving initial projects located in the school districts indicated):

Region 1 (East Orange, City of Orange); Region 2 (Plainfield, Perth Amboy); Region 3

(Hoboken, Union City, West New York); Region 4 (Garfield, Passaic City); Region 5

(Phillipsburg); Region 6 (Burlington City, Trenton, Pemberton Tp.); Region 7 (Asbury

Park, Neptune Tp.); Region 8 (Manchester Tp., Keansburg Bor., Long Branch); Region 9

(Irvington Tp., Harrison); Region 10 (Salem, Bridgeton, Gloucester, Millville, Buena

Regional, Vineland City, Woodlynne Bor.). Additional projects may be assigned in other

districts on the same regional basis. A firm may submit Proposals for one or more

Regions, but the firm must provide an order of preference for all Regions it bids on. A

firm is eligible to serve as a Regional PMF for only one of these ten Regions.

 

Each Regional PMF will be assigned an initial set of School Facilities Projects. The

construction cost estimates for such sets of School Facilities Projects will vary according

to Region. In addition, during a three-year period commencing on the engagement of the

Regional PMF, the Authority may, at its option, assign additional School Facilities

Projects within the Region to the Regional PMF, consistent with the maximum aggregate

construction cost estimate specified for such Region.

 

A Request for Proposals (RFP) for these services will be available for pick-up

starting at noon on June 17, 2002, and continuing between the hours of 8:30 a.m.

and 4:30 p.m. at the reception desk of the offices of the NJEDA, Second Floor, 1

West State Street (the First Union Bank Building), Trenton, New Jersey 08625.

A Mandatory Pre-Proposal Conference for firms wishing to submit Proposals is

scheduled for Friday, June 21, 2002, at 2:00 p.m. The conference will be held at

Hearing Room No. 1 – Second Floor, Mary Roebling Building, 20 West State Street,

Trenton, New Jersey.

 

Completed RFP responses must be received by 2:00 p.m. on the closing date of July

9, 2002. A Proposal shall consist of a technical proposal and a fee proposal. Completed

RFP responses may be mailed to: New Jersey Economic Development Authority,


Attention: Andrew Yosha, Director Contract Procurement & Administration, P.O. Box

991, Trenton, New Jersey 08625-0991, or hand delivered to the NJEDA offices at 1 West

State Street – Second Floor, Trenton, New Jersey.

 

PROPOSAL SUBMISSION EXTENSION – The submission date for proposals in

response to this RFP has been extended to 2 p.m. on Thursday, July 18, 2002.

FAXED PROPOSALS WILL NOT BE ACCEPTED.

PROPOSALS RECEIVED AFTER THE ABOVE DATE AND TIME WILL BE

RETURNED UNOPENED.

 

Limitation on Eligibility: To be considered for selection, a firm must be pre-qualified

by the NJEDA in the specialty of Construction Management with a rating of “unlimited.”

All joint venture firms and subconsultants must be separately pre-qualified and at least

one of the joint venture firms must have a pre-qualification rating of “unlimited.”

 

Set Aside Requirement: The Regional PMF shall ensure that Small Business

Enterprises (SBEs), minority-owned businesses (MBEs), and women-owned businesses

(WBEs) have the maximum opportunity to participate in the performance of this

engagement and shall make a good-faith effort to achieve the Authority’s set aside goals

of 15% SBE, 7% MBE, and 3% WBE.

 

Submittal Requirements: To be eligible for selection, firms must meet all requirements

described in this announcement and the RFP, by the due date for submission.

 

Selection Process: Non-responsive Proposals will be rejected without evaluation. A

Selection Committee will evaluate responsive Proposals, based on the following criteria:

1. Understanding of the School Facilities Projects

2. Experience (general and New Jersey) and qualifications of the firm or team

3. Proposed Staffing

4. Experience (general and New Jersey) and qualifications of identified key

personnel in providing school related and similar services

5. Approach to this engagement

6. Approach to Control of the Schedule and Budget

Interviews may be conducted at the option of the NJEDA. Following the interview

process, if any, the NJEDA will negotiate with the firm having the highest final technical

ranking for each Region in order to procure the required services at a fair and reasonable

cost. If negotiations are unsuccessful, negotiations will be terminated and started with

the second ranked firm and so on until a contract for services is successfully negotiated.

After award of contracts, all firms may request a debriefing and will be afforded an

opportunity to review all Proposals, evaluation documents, and award recommendations.

 

The NJEDA has no obligation to make an award and reserves the right to waive any non-material defects, reject any or all Proposals for any reason, or terminate the selection

process at any time.  Bidders are required to comply with the requirements of P.L. 1975, c. 127 and any regulations promulgated thereunder.
Our intent is not the revise the advertisement, that is historical, but to accurately describe

the Regions as they appear in the RFP.
