FOR INSURANCE BROKER SERVICES RELATED
TO SCHOOL CONSTRUCTION PROGRAM

AND

NOTICE OF REQUEST FOR PROPOSALS
FOR CONSTRUCTION SAFETY SERVICES RELATED
TO SCHOOL CONSTRUCTON PROGRAM


The New Jersey Schools Construction Corporation ("Corporation"), a subsidiary of the New Jersey Economic Development Authority ("NJEDA"), is seeking proposals from firms interested in providing insurance brokerage and construction safety services for a wrap up insurance program for school facilities projects being undertaken by the Corporation in various school districts throughout New Jersey.

Pursuant to this combined notice, the Corporation is seeking to obtain Proposals for construction safety services on a regional basis throughout the State, and also to obtain Qualifications for State-wide insurance brokerage services with respect to the following four general types of insurance coverage:

(1) General Liability, Workers' Compensation, and Umbrella/Excess Liability
(collectively known as the "Owner Controlled Insurance Program" or "OCIP")
(2) Builders Risk Insurance
(3) Environmental Insurance
(4) Professional Liability Insurance (Excess)

A firm may submit Qualifications and/or Proposals for one or more of these services.

The Request for Qualifications ("RFQ") for brokerage services and the separate Request for Proposals ("RFP") for safety services will both be available for pick-up starting at noon on Tuesday, October 29, 2002, and continuing between the hours of 9:00 AM and 4:30 PM at the reception desk of the offices of the Corporation, located at 1 West State Street (the First Union Bank Building), 2nd Floor, Trenton, New Jersey 08624-0991. Copies of the RFQ and RFP will also be available on the NJEDA website at www.njeda.com.

Please take notice that a mandatory pre-proposal conference for firms wishing to submit Proposals in response to the RFP for safety services is scheduled for Wednesday, November 6, 2002 at 1:00 PM. The conference will be held at the Mary Roebling Building, Hearing Room No. 1 - Second Floor, 20 West State Street, Trenton, New Jersey 08625. No conference is scheduled for the RFQ for insurance brokerage services.

Completed responses to the RFQ for insurance brokerage services must be received by 2:00 p.m. on the closing date of November 26, 2002. Completed responses may be mailed or hand delivered as set forth below.

Eligibility: The services sought in the RFQ and RFP are not subject to NJEDA pre-qualification requirements. Selections shall be based on qualifications presented. Firms must meet all requirements described in this announcement and the RFQ or RFP, by the due date for the relevant submission.

Set Aside: Firms engaged pursuant to the RFQ or RFP shall ensure that Small Business Enterprises (SBEs), minority-owned businesses (MBEs), and women-owned businesses (WBEs) have the maximum opportunity to participate in the performance of their contractual obligations, and shall make a good-faith effort to achieve the NJEDA set aside goals of 15% SBE, 7% MBE, and 3% WBE.

Selection Process: Non-responsive submissions will be rejected without evaluation. A Selection Committee will evaluate responsive submissions based on evaluation criteria listed in the RFQ and RFP.

Firms will receive a final technical ranking based on the evaluation of the Qualifications or Technical Proposals submitted, except that, at its sole option, the Corporation may conduct interviews, in which case the interview shall determine the firm's final technical ranking, based on the evaluation criteria.

For purposes of the broker RFQ, the Selection Committee shall compile a short list of at least three insurance brokers (where possible) for each type of insurance coverage, based on the final rankings. The Corporation will issue an RFP for brokerage and insurer services to short-listed firms.

For purposes of the safety RFP, following the interview process, if any, Fee Proposals will be opened and evaluated by Corporation Staff. Using the Fee Proposals as a guide, Corporation Staff shall negotiate with the highest ranked firms in order to distribute the highest ranked firms across all Regions, at a fee determined to be fair and reasonable, consistently with firms' regional preferences and the Corporation's determination of the best interests of the School Facilities Projects. Should the Corporation be unable to negotiate satisfactorily with any such highest-ranked firm or firms, negotiations will be terminated and started with second ranked firm(s) and so on until contracts are successfully negotiated. After award of contracts, all firms may request a debriefing and will be afforded an opportunity to review Proposals, evaluation documents, and award recommendations.

The Corporation has no obligation to short-list firms pursuant to the RFQ or make an award pursuant to the RFP, and reserves the right to waive any non-material defects, reject any or all Qualifications or Proposals for any reason, or terminate the selection process in part or in its entirety at any time.

Bidders are required to comply with the requirements of P.L. 1975, c. 127 and any regulations promulgated thereunder.
