NOTICE OF REQUEST FOR PROPOSALS

For Historic Preservation Services

 

The New Jersey Schools Construction Corporation (“NJSCC”), a subsidiary of the New Jersey Economic Development Authority, seeks to engage one or more firms with expertise in all matters relating to the preservation of historic and cultural sites and resources to provide three types of services:  (i) on-site services (directly performing historic and cultural resource services with respect to specifically assigned school facilities project sites); (ii) review and oversight services (assisting the NJSCC with its review and oversight of site-specific historic and cultural resources services performed by other parties engaged by the NJSCC); and (iii) submission services (ensuring the quality and consistency of all materials relating to historic and cultural resources that NJSCC submits to the New Jersey Department of Environmental Protection, Historic Preservation Office (“HPO”) and other regulators).  The services of a selected firm, or firms, (an “Historic Preservation Consultant” or “Consultant”) will permit the NJSCC to more effectively advance school facilities projects involving historic and/or cultural resource issues, pursuant to the program of school construction (the “School Construction Program”) mandated by the Educational Facilities Construction and Financing Act, P.L. 2000, c. 72 (N.J.S.A. 18A:7G-1 et seq.) .

 

The contract(s) will be as follows. 

 

Contract Number(s):  GP-0048-R01 (and additional contracts at NJSCC option)

Program Name:  Historic Preservation Services

Contract Duration:  3-year term; two 1-year extensions at NJSCC option

Program Budget for Initial 3-Year Engagement: $5 million

Program Budget for Extensions (NJSCC Option):  No additional funding

                        NJSCC Prequalification:  None Required

 

The RFP package for these services will be available for pick-up starting at noon on Thursday, November 4, 2004, and continuing between the hours of 8:30 AM and 5:00 PM at the reception desk of the offices of the NJSCC, First Floor, 1 West State Street (the Wachovia Bank Building), Trenton, New Jersey 08625. 

 

The RFP package is also available on the NJSCC’s website, at www.njscc.com.  

 

A mandatory pre-proposal conference for firms wishing to submit proposals is scheduled for Tuesday, November 16, 2004 at 10:00 AM.  The conference will be held at the NJSCC’s Offices, 1 West State Street, Trenton, New Jersey 08625.

 

Completed Proposals must be received by 2:00 PM on Friday, December 3, 2004, and may be mailed or hand delivered as set forth in the RFP. 

 

To be responsive, pursuant to P.L. 2004, c. 57, a proposal must include a true copy of the proposing firm’s valid business registration certificate issued by the New Jersey Division of Revenue. 

 

In addition, to be responsive, pursuant to Executive Order No. 134 (McGreevey), a proposal must include a completed “EO 134 Certification,” regarding certain types of political contributions, in the form attached to the RFP. 

 

Evaluation Criteria:  Submissions that are not responsive will be rejected without evaluation.  Responsive submissions will be ranked pursuant to the following evaluation criteria:

2.      Firm Experience - Case Studies

A.     Case Study #1 - New Jersey School-Based Project Requiring HPO Approval                              

B.     Case Study #2 - Project Requiring HPO Approval

C.     Case Study #3 - Project Requiring HPO Approval

3.      Experience of Key Team Members

4.    Approach to Providing the Services:

A.     Site-specific Services

B.     Review and Oversight Services

C.     Submission Services

            5.    Approach to Control of Schedule and Budget

 

In addition, to be selected, a firm must be approved for moral integrity, pursuant to a review by the Office of Government Integrity, as set forth in the RFP. 

 

Bidders must comply with the requirements of P.L. 1975, c. 127, and its implementing rules.
