Brief description of work: This involves a five year, seven-phase plan that seeks to bring the occupied building up to current educational standards while retaining the buildings considerable character.

The phase I component is the largest and most complex, which consists of the construction of a new 74,000 square foot gymnasium addition (bldg “G”), a new 50,000 square foot classroom addition (bldg “H”) and the renovation of a portion of the existing “D” building. The construction of these new additions in the first phase will allow them to be utilized as swing space for the future phases.

In the later phases, all of the original wings will be renovated (approx. 395,000 sq. ft.), which will include renovations to or the new installation of all major building systems (i.e. heating and air conditioning system; electrical distribution system; voice/data; security; audio/visual; clock/speaker; sprinkler system and plumbing system), this also includes renovations to the majority of architectural finishes and systems (including asbestos abatement) throughout the existing building. Also included in the later phases is the construction of a new 6,000 square foot classroom addition that will be added to the existing “E” building.

Building “F”, the Vocational wing will be demolished once all of the spaces have been renovated and the additions completed. The overall project will take place in seven phases to allow for the continued use of the occupied school facility during the construction period.

This work will be bid and constructed as a single overall contract (one lump sum for all trades).

THE NJSCC EXPECTS THAT THIS PROJECT WILL BE DIVIDED INTO STAGES. ACCORDINGLY, THE AWARDEE WILL ONLY BE REQUIRED TO SECURE BONDING FOR EACH PARTICULAR STAGE FOR THE DURATION AND THE VALUE OF THE CONSTRUCTION OF EACH STAGE AS SHALL BE MORE FULLY DESCRIBED IN ADDENDA.

This contract will be subject to the terms of a PROJECT LABOR AGREEMENT. The PROJECT LABOR AGREEMENT will either be included in the contract or issued as an addendum prior to the bid due date.

Bid proposals for the above work will be received from bidders registered with the Division of Revenue and Department of Labor, and classified by the Department of Treasury, Division of Property Management and Construction and the NJSCC in the following trade(s):

General Contractor with a DPMC Classification of C006 or C008 or C009 who will be required to also have the following DPMC Specialty Trade(s) or required to engage a subcontractor classified in the following DPMC Specialty Trade(s) if not possessed by the General Contractor:

IN THAT THIS IS A MULTI-PHASED PROJECT, THE NJSCC HAS DETERMINED TO ADJUST THE BIDDERS PROJECT RATING LIMIT (PRL) AS LISTED IN SECTION 3.2 OF THE INSTRUCTION TO BIDDERS AS FOLLOWS:
1. THE BIDDERS PRL WILL BE MULTIPLIED BY 150% AFTER DETERMINED AS LISTED IN SECTION 3.2

2. A BIDDERS PRL CANNOT EXCEED 225% OF THE LARGEST LISTED PROJECT

Bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27), pertaining to affirmative action and equal employment opportunity.

The bidder agrees it shall make a good faith effort to meet the requirements of the SBE Utilization Attachment contained in the Contract Documents in order to ensure that small business enterprises, as defined in that attachment and in applicable regulation, have the maximum opportunity to compete for and perform subcontracts.

During each phase of the project, the NJSCC requires the contractor to provide opportunities to SBE firms to participate in the performance of each phase, consistent with NJSCC’s SBE Set-Aside Goals of 25% (5% to Category 4, 10% to Category 5, and the remaining 10% to be allocated among Category 4 and/or Category 5). To be registered in Category 4, a business must have gross revenues that do not exceed $1 million. To be registered in Category 5, a business must have gross revenues exceeding $1 million. The Small Business Administration size standards are established at 13 C.F.R. 121.201.

The NJSCC will not permit the Regional PMF or the sub-consultants to the Regional PMF, who provide services to the NJSCC for the above school district, to be engaged as a prime or subcontractor for this engagement. The Regional PMF or the sub-consultants to the Regional PMF, who provide services to the NJSCC for the above school district, shall not submit or be named in a bid for this engagement.


The NJSCC reserves the right to waive any non-material defects or to reject any or all bids.
