This project was initially advertised as GP-0125-J01. The Authority, by way of this advertisement, is opening the enrollment in the expedited demolition pool to additional bidders. ANY FIRMS THAT ARE CURRENTLY ENROLLED UNDER THE EXPEDITED DEMOLITION POOL CONTRACT DO NOT NEED TO ATTEND THE MANDATORY PRE-BID LISTED BELOW.

THE AUTHORITY IS SEEKING TO ENGAGE THE SERVICES OF GENERAL CONTRACTORS AND DEMOLITION CONTRACTORS FOR FUTURE DEMOLITION PACKAGES. THE AUTHORITY WILL ENTER INTO AN "EXPEDITED DEMOLITION POOL CONTRACT" WITH MULTIPLE FIRMS UNDER THIS SOLICITATION. THE EXPEDITED DEMOLITION POOL CONTRACT SHALL EXPIRE MARCH 31, 2011. BIDDERS RESPONDING TO THIS SOLICITATION SHALL BE THE EXCLUSIVE AND SOLE POOL OF BIDDERS THAT WILL COMPETE FOR EXPEDITED DEMOLITION JOB ORDERS DURING THIS TIME PERIOD, UNLESS CIRCUMSTANCES WARRANT A SOLE SOURCE NEGOTIATION AND AWARD FOR A PARTICULAR DEMOLITION JOB ORDER. THE AUTHORITY ANTICIPATES OPENING THE ENROLLMENT TO ADDITIONAL BIDDERS EVERY 6 MONTHS DURING THE TERM OF THIS CONTRACT.

ADDITIONALLY, THE AUTHORITY MAY DESIGNATE A CERTAIN PORTION OF DEMOLITION JOB ORDERS UNDER THE DEMOLITION POOL CONTRACT AS SMALL BUSINESS ENTERPRISE OPPORTUNITIES, OPEN ONLY TO THOSE BIDDERS WITHIN THE POOL WHO QUALIFY AS SMALL BUSINESS ENTERPRISES.

AFTER ENTERING INTO CONTRACT WITH A POOL OF BIDDERS, THE AUTHORITY HAS NO OBLIGATION TO AWARD ANY JOB ORDER TO ANY BIDDER.

The NJSDA shall review all Project Rating Proposals submitted for responsiveness and inform all firms of their Project Rating Limit. All firms that receive a Project Rating Limit will be eligible to be included in the pool of firms provided that the firm meets the requirements outlined in Section 3 of the Instructions to Bidders.

A firm shall be precluded from being eligible for award of this contract if such firm or any affiliated firm is engaged under a prime contract with NJSDA to provide services as a project management firm or construction management firm, or engaged as a subconsultant to a current project management firm or construction management firm on an NJSDA project. Such firms shall also be ineligible to participate in this engagement as subconsultants or subcontractors.
