DESIGN BUILD RFQ
The New Jersey Schools Construction Corporation ("NJSCC") is seeking to engage a Design Build Team that will provide design consultant, construction administration, demolition and general contracting services for the following package:

Brief description of work: Provide complete design, construction administration,securing of all required permits and approvals, and general contracting services for a new 105,000 sq. foot 3 story elementary school. In addition, demolition of an existing building will also be required.

To participate in the selection process:

  1. Each member of the Design Build Team must have a valid NJSCC prequalification at the time of the RFQ submittal date.
  2. The Design Build Team shall consist of two (2) members: a general contractor and a design consultant. The general contractor will be the primary contract holder with the NJSCC. The general contractor must have a valid Department of Treasury, Division of Property Management and Construction (DPMC) classification and NJSCC prequalification in any of the following trade(s): C006 Construction Manager as Constructor; C007 Design Build: C008 General Construction. The design consultant will act as a subcontractor to the general contractor. The design consultant must have a valid NJSCC prequalification rating of "unlimited" in the Architecture discipline. The design consultant must have in-house capability and NJSCC prequalification or have NJSCC prequalifed sub-consultants for the following disciplines:

      HVAC Engineering
      Electrical Engineering
      Plumbing Engineering
      Civil Engineering
      Structural Engineering

  3. The general contractor shall also be registered with the Department of Treasury, Division of Revenue and the Department of Labor at the time of the RFQ submittal date.
  4. The NJSCC encourages the Design Build Team to provide opportunities to MBE, WBE and SBE firms to participate in the performance of the engagement, consistent with NJSCC's set aside goals of 7% MBE, 3% WBE and 15% SBE. The Design Build Team is required to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27)
  5. The Design Build Team must submit a proposal by 5:00p.m. on July 18, 2003
  6. The Design Build Team must submit ten (10) copies of its proposal to the NJSCC, to the attention of either Sean Murphy or Kim Banegas at the following address:

    IMPORTANT NOTE: Faxed or e-mailed proposals will not be accepted. Proposals received after the above date and time will be returned unopened.

    EVALUATION PROCESS

    A Selection committee, comprised of five (5) individuals representing the NJSCC and the Client School District, will evaluate responsive proposals. Non-responsive proposals will be rejected without evaluation. The Selection Committee will evaluate responsive proposals to determine the short-list of the most qualfied teams who will be invited to submit Technical and Fee Proposals. The evaluation for the short-list will be based on the following criteria:

    1. Experience of the team on projects of similar size, scope and complexity. (20 points)
    2. Experience of the team members on projects of similar size, scope and complexity. (20 points)
    3. Experience of the team on design-build projects of similar size, scope and complexity. (20 points)
    4. Experience of the team members on design-build projects of similar size, scope and complexity. (20 points)
    5. Experience of the team or its members on projects in New Jersey of similar size, scope and complexity. (20 points)

    It is expected that at lease three (3) of the top-ranked Design-Build Teams will be invited to submit Technical and Fee Proposals. The short listed Design Build Teams whose technical proposals are found to be acceptable by the Selection Committee but who do not receive a contract for this project may receive up to $25,000 to offset the costs associated with the preparation and design of technical submissions.

    After the contract is awarded, all firms who submitted proposals may request a debriefing and will be afforded an opportunity to review all technical proposals, evaluation documents, and the recommendation of award.

    The NJSCC has no obligation to make an award and reserves the right to waive any non-material defects, reject any or all proposals for any reason and terminate the selection process at any time.

    PROPOSAL REQUIREMENTS
    Each proposal should contain the following:

    1. A description of no more than ten projects completed within the past five (5) years, which illustrates the respective experience, as outlined above in the "Evaluation Process" section.
    2. The current bonding capacity of the general contracting firm.
    3. The current workload of the design firm.
    4. The dollar value of the current backlog of the general contracting firm.
    5. A staff organization chart for the Design Build Team.
    6. A listing of key staff of both the general contracting firm and the design firm who will be dedicated tothis project and resumes for each.
