PROJECT ADVERTISEMENT

The New Jersey Schools Development Authority ("NJSDA") is seeking to engage a firm that will provide complete design consultant and construction administration services for the following package:

General Description of Package:

This will be a new 27,225 SF Early Childhood Center with educational space for 180 pre-kindergarten students.

The Request for Qualifications ("RFQ") package is available here.

This RFQ is the first of a two-step process outlined below:

  1. Request for Qualifications ("RFQ"): A firm must first respond to the RFQ.

  2. Request for Proposals ("RFP"): NJSDA will issue an RFP to firms that are shortlisted through the RFQ process.
Submissions will only be accepted from firms with current NJ Department of the Treasury, Division of Minority and Women Business Development certification as a Small Business Enterprise (SBE).

The Architectural prime consultant must be a registered SBE, classified by the Department of Treasury, Division of Property Management and Construction in the Architecture discipline, and pre-qualified by the NJSDA in the Architecture discipline as of the due date for this RFQ.

The Architectural prime consultant shall have in-house NJSDA prequalification or sub-consultants having NJSDA prequalification in the following required disciplines:

Electrical Engineering (P002)
HVAC Engineering (P003)
Plumbing Engineering (P004)
Civil Engineering (P005)
Structural Engineering (P007)

NJSDA requires the consultant to provide opportunities to SBE firms to participate in the performance of this engagement, consistent with NJSDA’s SBE Set-Aside Goals of 25% (5% to Category 1 and/or 4, 5% to Category 2, 5 and/or 6, 5% to Category 3, and the remaining 10% to be allocated among Categories 1, 2, 3, 4, 5 and/or 6).

Notice of Intent to Participate. Any firm wishing to submit a proposal must send a mandatory e-mail Notice of Intent to Participate to James McElhenny at no later than 5:00 p.m. on November 30, 2009.

Requests for clarification or additional information concerning this RFQ must be e-mailed to James McElhenny no later than 5:00 p.m. on November 30, 2009. Clearly identify such communication as a "Request for Clarification of RFQ for Design Consultant Services for WT-0021-A01".


The deadline for submission of proposals is 5:00 p.m. on March 31, 2010. Proposals may be submitted by hand or by overnight mail. FAXED PROPOSALS WILL NOT BE ACCEPTED. PROPOSALS RECEIVED AFTER THE ABOVE DATE AND TIME WILL NOT BE ACCEPTED.

Proposals will be evaluated based on the following criteria:

  1. Firm Background and History;
  2. Design Consultant Experience;
  3. NJ School Construction Experience;
  4. High Performance Building Design Experience;
  5. Experience with NJDEP & NJDCA; and
  6. Experience with Pre-Development.
