The SDA pre-qualifies contractors in accordance with N.J.S.A. 18A:7G-41. All prime bidders and required subcontractors as identified in the SDA Bid Advertisement shall be SDA pre-qualified at the time of bidding.

Please note: The SDA requires all subcontractors of any tier in the DPMC Trade Classifications listed below whose contract is in an amount which is equal to or greater than $500,000, be pre-qualified by SDA.

Though SDA pre-qualification may not be necessary for subcontractors not identified in the SDA Bid Advertisement, the SDA strongly encourages all firms to become DPMC classified and SDA pre-qualified. In order to become SDA pre-qualified, firms must do the following:

1) Apply to NJ Department of Treasury, Division of Revenue for Registration

Specifically, if the firm has not already done so, complete a form NJ-REG and remit to Treasury.

2) Apply to NJ Department of Labor, Division of Wage & Hour Compliance

Public Works Contractor Registration is needed should a firm desire to bid or engage in any work on public works contracts (including SDA school construction projects).

3) Apply to NJ Department of Treasury, Division of Property Management and Construction (DPMC) for Classification

Specifically, if the firm has not already done so, complete a form DPMC-27 and remit to DPMC.

4) Apply to SDA for Pre-qualification

Specifically, after obtaining the above, complete a SDA Contractor Pre-qualification Application and submit to SDA along with a copy of your DPMC Classification Notice.There are no fees associated with the SDA Prequalification Application.

Small Business Enterprise Participation

Finally, though not required, the SDA encourages all firms to review their qualifications for Small Business Enterprise (SBE) Registration with the New Jersey Department of Treasury, Division of Minority & Women Business Development to take advantage of potential SBE Set-Aside (carve-out) work.
