CEO Announces Reorganization of Schools Development Authority

TRENTON – Marc Larkins, CEO of the New Jersey Schools Development Authority (SDA), today announced a sweeping reorganization of the state agency. Larkins said that the new organizational structure will increase fiscal accountability and improve the overall operations of the eight-year-old school construction agency.

The new structure moves away from a departmental model for the delivery of school projects to a “team based” approach, involving appropriate staff in all aspects and phases of a construction project working as one unit. This structure will provide for greater continuity and better communication throughout the entire life cycle of a project, which will result in more cost-effective delivery of schools.

Larkins said: “This reorganization is the next logical step in the process to better position the SDA to provide improved educational facilities to the children of New Jersey in a way that the State and taxpayers can support. By breaking down organizational silos, the new structure will allow the Authority to deliver projects more efficiently and with the strictest adherence to cost controls. Our work in reshaping the organization is only just beginning.”

In addition, the restructuring plan provides for an enhanced focus on cost-recovery efforts seeking repayment of state money by deficient vendors. With this new structure in place, the SDA will be able to devote additional resources to review and monitor internal processes and functions.

The new organizational structure will be effective immediately, Larkins said.
